21-Jul-21: In welcoming Jordan's king to Washington, we wanted him to be reminded of the ongoing Tamimi extradition scandal

From the Wall Street Journal website - details in the post
On Monday morning of this week, Jordan's ruler King Abdullah II, began the Washington chapter of his strikingly long current state visit to the US.

According to the Jordanian media and his own official government press office, it's a journey that began at the start of the month with his departure from the royal palace in Jordan to the Sun Valley Economic Forum [You can see it reported here: "Jordan’s King Abdullah begins journey to US ahead of Sun Valley’s Economic Forum", Arab News, July 2, 2021].

And not just there. Reports of King Abdullah heading to the States so he could play an active role in the Idaho forum as he has done in the past were repeated widely in Jordan's Arabic media.

Once the forum got underway, the authoritative Jordan Times which is close to the royal palace even disclosed that His Majesty

"held a number of meetings with the chief executives of major US and international companies in the sectors of communications, information technology, tourism, transportation and insurance, according to a Royal Court statement. The meetings covered investment incentives in Jordan, its strategic location and free trade agreements with several countries, and the potential of tapping into the Kingdom’s qualified human resources."

Meetings? Investment? Chief executives?

No details and no photos have been published of any of these anywhere as far as we can tell. And we do look. Perhaps it's all due to technical reasons.

But hold on a moment.

One of the other details the Arab media have failed to share with their consumers is a real show-stopper: this year's Sun Valley Economic Forum in fact did not happen.

You read that right. The fact is the forum that the king "attended" and where he held all those "meetings" never happened. It was cancelled - at least according to the organizers who probably know. The forum was discontinued some time ago but there's no sign the Arab media know this. Or that they told their readers and viewers. Or that anyone in Jordan from the king down cares.

But this post is not about the Arab media or the king's spinmeisters.

What it actually is about is how, coinciding with King Abdullah's arrival in the US capital, we wrote an op ed and we are proud that it was published in the same morning's Wall Street Journal Opinion section. It appears there now under the heading "Jordan Harbors Our Daughter’s Killer | Biden should demand the extradition of Ahlam Tamimi."

It also appeared online which means for a change that our views got some very welcome American attention.

In case you're not aware - and very unlike the journalism in certain Middle East countries - the WSJ's editors have a reputation for being firm and tough on opinion writers. But also thorough and careful, often asking for documentary proof of what's claimed, for detail of the background and for drastic brevity.

That's not a complaint. It simply explains that they work hard there to produce a readable high-quality product. We feel honored to have the privilege of addressing their global readership.

As happens often, our op-ed started out longer than the version that was published. We're obviously more relaxed here on our own blog about the number of words it takes us to communicate our message. So here below is a fuller version of the op ed that the Wall Street Journal published.

Biden can show dignity and decency by pressuring Jordan’s Abdullah

Tell the king to extradite our daughter’s murderer.

Frimet and Arnold Roth

Jordan’s King Abdullah II will visit the White House on Monday. We are urging President Biden to ask the visitor why our daughter’s murderer is safeguarded by his kingdom. And to press for her extradition to Washington.

Ahlam Tamimi is an FBI Most Wanted Terrorist charged with participating in a 2001 bombing that killed 15 people, including our daughter Malki, 15, and a second U.S. national. Tamimi, an unabashed advocate for terrorist attacks on Israelis, is living free in Jordan despite the kingdom’s extradition treaty with the United States.

Malki and her best friend Michal, 16, were en route to a planning meet for their youth group’s summer camp when they stopped for lunch at a Sbarro pizzeria in central Jerusalem. They were happily texting at the counter when a Hamas bomber, dressed like a tourist but with an explosive-and-shrapnel-filled guitar case slung over his shoulder, entered. Tamimi, the first female admitted to the terrorist ranks of Hamas, selected the site for the large number of children it attracted. She fled the scene minutes before he exploded.

Tamimi, arrested some weeks later, confessed in court to all the charges and in 2003 was sentenced to 16 life terms. But in 2011, she was among 1,027 convicted terrorists exchanged by Israel for an IDF soldier held hostage for five years by Hamas. We watched, stunned, as Tamimi arrived in Jordan, greeted with wildly celebratory receptions at Amman’s airport, in a court-house of Jordan’s legal system, at the kingdom’s most important university and in Jordan’s trade union headquarters. There followed a torrent of exultant media interviews. Tamimi emphasized her utter lack of regret.

Jordan notably restricts its media and closely monitors speech but has allowed social media and television to amplify her fame. For five years she hosted a made-in-Jordan global TV show promoting terror. She has made frequent appearances at public events and on Jordanian commercial TV. The students of the Arab world’s premier graduate school of journalism named her their “success model”. Just last month, she became a weekly columnist for a prominent pan-Arab news-site.

Weeks after Israel released her, we asked the Department of Justice in Washington to prosecute her. We pointed to two elements: a federal law that criminalizes acts of terror outside U.S. territory that result in American deaths, and Jordan’s extradition treaty with the U.S. A year later, in 2013, terror charges were issued but only made public in 2017 via a Justice Department announcement.

Jordan’s government moved quickly. Six days after the unsealing of those charges, and without a single public word from any Jordanian leader, the kingdom’s highest court ruled the 1995 Jordan/US extradition treaty invalid. The U.S. rejects that ruling and still considers it a Treaty in Force.

In a 2020 FOIA lawsuit, we obtained documentary evidence that undermines Jordan’s argument and its basis for shielding Tamimi. Now we want President Biden to explain to America’s Jordanian ally that the U.S. will not abide a treaty partner violating its obligations.

Widely seen as moderate and reasonable, King Abdullah II has never commented publicly on Tamimi’s freedom, fame or depravity. We find this appalling.

It’s said the prospect of Tamimi in chains being put on a Washington-bound flight worries the king because this could upset his country’s fraught political balance – and her Muslim Brotherhood supporters. Does that mean Jordan, massively dependent on US aid and support in multiple ways, can walk away from its bilateral obligations scot-free? Do the mass-murderer’s followers have that kind of sway?

We don’t presume to remind President Biden of the leverage in his hands. But the fact is Congress imposed powerful sanctions in 2019 and again in 2020, clearly aimed at Jordan and its treaty default - and which the Trump administration failed to enforce. We know that milder sanctions have been suggested but also never implemented.

No less disturbing to us than Jordan’s recalcitrance is the de facto acceptance it appears to have gotten from the two most recent administrations. In all the years of our pursuing justice, no one has said anything explicit to us or, publicly at least, to the Jordanians about Tamimi. Our questions have been deflected and not always elegantly. We only too familiar with getting the silent treatment.

We hope President Biden — a grieving parent himself — can reverse that pattern. He has pledged to write “an American story of decency and dignity.” Is any dignity greater than the one that comes from doing justice? Where’s decency when an ally demeans an established treaty to appease popular bigotry of the most murderous kind?

Allies shouldn’t have to be arm-twisted into compliance with bilateral obligations. Tamimi, who has never denied her role in orchestrating the massacre that stole our child’s life, should be tried in Washington on the pending charges.

Any other outcome, any further delay, empowers and encourages the dark and dangerous forces at work in this complex region.

Frimet and Arnold Roth live in Jerusalem. With friends they established a non-sectarian charity, The Malki Foundation, in 2001 to support families raising a child with extreme special needs.
The royal visit to Washington continues with a string of high-level meetings today in the Congress after the warm personal reception extended by President Biden, by Secretary of State Blinken, by Vice President Harris and by the strangely quiescent White House Press Corps which could have asked - but strikingly did not - some important questions during question time on Monday.

The editors at Mediaite, noticing this, gave them a backhanded acknowledgment in the Tuesday edition of their widely-watched Media Winners & Losers page:

MEDIA LOSER:

White House Press Corps

The White House press corps had multiple opportunities on Monday to ask President Joe Biden if he would raise the issue of a terrorist wanted by the United States that Jordan is harboring.

Ahead of Jordanian King Abdullah II’s meeting on Monday at the White House, the press failed to ask Biden, following his remarks about the current state of the economy, about Ahlam Tamimi, who was behind the 2001 Sbarro pizzeria bombing in Jerusalem that killed 15 civilians, including two Americans, and injured approximately 122 others, including four Americans.

Tamimi was serving 16 life sentences in Israel when she was released as part of a deal Israel made with Hamas in exchange for captured Israeli soldier Gilad Shalit. Now living in Jordan, Tamimi is treated like a celebrity.

The White House press corps failed to even ask White House press secretary Jen Psaki ahead of the meeting whether Biden would press the king to extradite Tamimi, whose indictment by the United States was unsealed in 2017.

No one even shouted a question following-up about Tamimi.

Again, it's important for the press to hold those with power to account.
Thanks, ladies and gentlemen of Mediaite. We certainly agree.

28-Mar-17: The US can end the Palestinian Arab bureaucracy of terror

Each one a convicted murderer, the Tamimi couple (photographed last week
in their home) live in comfort and style today in Amman, Jordan, a lifestyle
funded to a significant extent by the Palestinian Authority's Pay-to-Slay
(Rewards for Terror) payment scheme. Though most don't realize it, a large
percentage of our blog's readers finance this through their taxes.
An editorial in yesterday's Wall Street Journal mentions the obscenely fat payments ("several times the average Palestinian wage") made monthly by the Mahmoud Abbas regime to the family of a now-deceased Palestinian Arab terrorist thug.

The circumstances behind those payments ought to be better known than they are: the money flows specifically because the knife-man murdered a young US vet who happened to be jogging on Tel Aviv's sea shore a year ago ["09-Mar-16: News reporting and how it ensures more terror"].

There are thousands of similar such recipients. Every single month. Eight percent of the entire PA budget is devoted to the payment of what the PA insists be called "salaries", not welfare payments. The Abbas regime is chronically unable to meet its financial obligations but reiterates over and again [source] that the payments we're talking about will not be cut back. Who says they have no principles?

Two key points:
  • The money that enables this sick and provocative payments arrangement (we have long referred to it here as the PA Rewards for Terror scheme) comes from Western countries who donate foreign aid to the Abbas/Fatah/PLO regime. The United States figures prominently among the scheme's financiers. So does the European Union.
  • The same scheme provided our daughter's murderer with a huge payday when she was prematurely released from Israeli prison where she had been sentenced to 16 terms of life imprisonment. The man she married some months later ["22-Jun-12: A wedding and what came before it"], also a convicted murderer sentenced to a life term and also her cousin, gets a no-less-generous pension from the same appalling PA source.

Pay for Slay in Palestine | U.S. aid becomes a transfer payment for terrorists.
Wall Street Journal Editorial | March 27, 2017 | 6:26 p.m. ET

Republicans in Congress want to stop the flow of hundreds of millions of dollars a year in U.S. aid to a state sponsor of terrorism: the Palestinian Authority. That’s the same PA that the U.S. and Israel have long supported as a partner for peace. But the PA is no such thing, so this is a chance to bring policy into line with moral and strategic realities.

The effort highlights a scandal hiding in plain sight: PA officials tell foreign audiences that they oppose terrorism, yet they pay generous rewards to Palestinians who carry out bombings, stabbings and other attacks against innocents in Israel. These payments are codified in Palestinian law, which dictates that the deadlier an attack, the richer the reward. Payments equaled $315 million last year, or 8% of the PA budget.

Beneficiaries include the family of Bashar Masalha, who last year stabbed 11 people near Tel Aviv and killed 28-year-old Taylor Force, a U.S. Army veteran visiting Israel on a break from business school. Police killed Masalha, but his relatives now receive monthly payments equal to several times the average Palestinian wage. With special offices and more than 500 civil servants dedicated to disbursing these funds, the PA’s message is clear: Terrorism pays.

The U.S. has effectively endorsed this message by sending billions of dollars to the PA while overlooking its pay-for-slay policy. But now the Taylor Force Act promises to cut more than $200 million in annual economic aid to the PA unless it stops paying terrorists. “We’re not going to invest in a group of people that have laws like this. It’s just not a good investment,” says Sen. Lindsey Graham, a co-sponsor.

The legislation faces hurdles because some Democrats and Israelis argue that cutting aid could cause the PA to collapse, inviting chaos and a possible takeover of the West Bank by Hamas, which already controls the Gaza Strip. By this logic the PA is the devil we know, and its support for small-scale terrorism must be balanced against its cooperation with Israel in combating threats from Hamas and Islamic State.

These are real concerns, but the PA and its defenders have a long history of threatening collapse to avoid reform. This is one reason 81-year-old PA President Mahmoud Abbas is in the 13th year of a four-year term, still rewarding terrorism. It’s also why Israeli security veterans increasingly support action against the PA.

“Pressuring the PA to end its ‘murder for hire’ policy is accompanied by political and security risks, but moral rectitude often entails facing dangers,” former Israeli army chief Moshe Ya’alon and military intelligence chief Amos Yadlin wrote this month. Defense Minister Avigdor Liberman recently designated the Palestinian National Fund, which disburses the PA’s blood money, as a terrorist organization.

President Trump hasn’t commented on the Taylor Force Act, but Director of National Intelligence Dan Coats co-sponsored the original bill in the Senate last year. A White House endorsement would be timely as Mr. Trump has invited Mr. Abbas to Washington “in the near future.”

Whenever that meeting happens, ending the PA’s bureaucracy of terror should be atop the agenda.

01-Mar-17: Washington may be launching a long-overdue assault on Abbas' lethal Rewards for Terror scheme

Abbas' Rewards for Terror scheme, chiefly and lavishly funded by the United States and the European Union, is said to hold a "sacred" position in today's Palestinian Arab public opinion. Time that changed. [Image Source: AP]
Money has always played an under-appreciated enabling role in the rise and spread of Islamist terrorism, even as those doing the actual channeling to the terrorists have doggedly denied the connection.

Channeled is the right word because the actual money for this sort of funding is never coming from the facilitators' pockets. It always originates with ordinary, unwitting taxpayers. Those doing the allocating and delivering are invariably paid functionaries in a publicly-funded European, Australian or North American government office.

This is infuriating. We have been writing about it since before we started our blog. See for instance this June 2004 contribution by Arnold Roth to the website of EU Funding (mission: "An Independent Look at the Role of European Funding in the Middle East") in which he addresses the British political figure who headed the EU's foreign ministry at the time, Christopher Patten [for background, see our post "9-Sep-13: Snouts and troughs"].

A news article had appeared earlier that day, providing what Roth called:
the clearest possible indication that Arafat and his regime have at all relevant times funded the Palestinian Arab militants. Not to mince words about it, this - for those who actually need such things - is "the smoking gun". It connects the PA to terrorism, and by extension, implicates the European Commission which has continued to shovel vast amounts of money into the very same PA pipeline against reams of evidence that to do so is to fund murder. Depending on how one looks at it, today's story is either a revelation, or a very, very good reason for you and your staff to pick up the phone and make some urgent calls.
Brussels, May 2001: Patten in the company of Yasser Arafat,
Romano Prodi and Nabil Shaath [Image Source]
Naturally Christopher Patten (honored these days to be called Baron Patten of Barnes) never made that call.

Nor was he moved by an op-ed in Wall Street Journal that had appeared in September 2003 under the title "Blood, Money and Education", also written by Arnold Roth. (It's behind a WSJ paywall. Another version is archived here.) Or by an open letter delivered to Patten that same month and published here.

We began blogging here in 2006. About a hundred of our posts in the years since then are key-worded "Funding". It's continued to be one of major preoccupations.

Having lost a dearly-loved child to the satanic work of Hamas, and then watching in horror as the mastermind of the plot that took her life and the lives of fifteen other innocents walked free with a phenomenally fat pension made possible by US and European funding of the unspeakable Palestinian Authority, we more than most understand the extent of the evil that aggressively imbecilic management of so-called foreign aid funds can wreak on the lives of innocent people.

So no one should be surprised that we are delighting to learn today of new developments in the US government that, if carried through, will significantly reduce the evil, the imbecility and the lethal amorality exemplified by the Christopher Pattens of international relations and governance.

An Adam Kredo report in Washington Free Beacon yesterday says legislators in the House and Senate of the US Congress met yesterday (Tuesday) to introduce legislation
that would cut all U.S. funding to the Palestinian government, which has been criticized for providing financial incentives to terrorists who kill American and Israeli civilians. The White House signaled its support for the legislation in a vast departure from the Obama administration, which worked against similar efforts when in power... "The Palestinian Authority's use of its resources to provide material support for terrorism—indiscriminately targeted at American and Israeli civilians—is a grotesque example of how well-intentioned U.S. generosity can be turned against us," a senior White House official told the Free Beacon... "This legislation highlights practical steps the PA can take to demonstrate a real commitment to ending the vicious cycle of hatred and violence that has prevented the Palestinian people from the prosperity and security they could otherwise be enjoying," the official said... [WFB, February 28, 2017]
The effort is entirely led by Republicans: Roy Blunt, Lindsey Graham and Tom Cotton in the Senate; Doug Lamborn and Lee Zeldin in the House of Representatives. A , R-N.Y., are carrying the companion legislation in the House. A CBS News report added that it is cosponsored in the Senate by Tim Scott, Marco Rubio, John Boozman, Ted Cruz, Richard Burr and John Thune: again all republicans.

Strikingly (at least to us), the Washington Examiner said yesterday that
only Republican lawmakers attended the press conference...

Kredo, quoting that unnamed White House official, writes that the new law seeks
to tighten the financial noose on the Palestinian government and force it to abandon its practice of paying terrorists, is a first step to reforming the notoriously corrupt government, the official said. "The new legislative effort... cuts off all U.S. aid to the Palestinians as a direct response to its longstanding policy of paying salaries to terrorists and supporting those imprisoned for terrorist attacks" "...We shouldn't allow killers and ruthless attackers to become recognized as martyrs in a system that we're part of," Blunt added... "Most Americans have no idea this is a problem," Graham said. "Not only are Israelis victims of this practice, Americans are victims of this practice. We're going to change this. We're going to get the Palestinian Authority's attention by withholding their money."
Did we mention that not a single Democrat attended the Congressional
press conference yesterday? [Image Source]
It's a scheme we have for years termed "Rewards for Terror".
Sen. Ted Cruz (R., Texas), who has long backed similar efforts, told the Free Beacon it is long past due for Congress to take the lead on this effort now that Obama administration officials can no longer lead efforts to block it. "After eight years of the Obama administration, the U.S. must take long overdue action to hold the Palestinian leadership accountable for incentivizing and rewarding acts of terrorism," Cruz told the Free Beacon. "Roughly $300 million annually is provided in monthly salaries and benefits to terrorists jailed in Israel, their families, and the families of those who died committing such horrific atrocities against Israeli and American citizens, including Taylor Force [we wrote about what was done to him here.] Enough is enough. We must stand up for victims of Palestinian terrorism. No more U.S. taxpayer dollars should be provided until the Palestinian leadership stops engaging in this heinous practice. The incitement and glorification of terrorism must end." ["Trump Admin, Congress Behind Effort to Cut U.S. Aid to Palestinians", Washington Free Beacon, February 28, 2017]
No one working the halls of power in Washington can honestly claim to be unaware. David Feith one of the Wall Street Journal's editorial writers [quoted in our post], wrote last year ["Your Tax Dollars Fund Palestinian Terror", August 11, 2016] that none of this could happen but for the willful blindness of governments, foremost among them the United States. What's needed, he wrote, is
a broader reassessment of American aid to the Palestinian government... [since] the Palestinian government has used U.S. and other foreign taxpayers’ money to pay generous rewards to the families of terrorists. The deadlier the crime, the larger the prize, up to about $3,100 a month, or several times the average salary of a worker in Palestine’s non-terrorist economy... No U.S. official can plead ignorance. Palestinian law has sanctioned these payments since at least 2004, specifying how much money is earned depending on the circumstances of the attacker and the body count. [WSJ, August 11, 2016]
A fine op ed in the Wall Street Journal five weeks ago [and quoted in our post "29-Jan-17: What's the exchange rate for American dollars into Palestinian Arab terror killings?"] stated bluntly how US funding is central to the PA's loathsome scheming which an Arab source quoted in the same post called "sacred in Palestinian politics":
Over the past 10 years, Washington has provided more than $4 billion in foreign aid to the Palestinian Authority. The goal has been to promote a government in the Palestinian territories capable of assuming the responsibilities of a sovereign state, including the recognition of the state of Israel as a legitimate member of the community of nations. The aid has focused principally on security and criminal-justice programs, U.S. Agency for International Development sponsored assistance for schools, health clinics, water and economic development, and generalized support for the Palestinian Authority’s budget. But unlike the many nongovernmental organizations that contribute charitable funds to the region, American assistance programs, while obliged to vet how the money is spent, have yet to ensure effectively that taxpayer dollars are not diverted to support acts of terror... ["Stop American Aid to the Palestinians Until the Terror Ceases", David Aufhauser and Sander Gerber, Wall Street Journal, January 27, 2017]
Efforts are underway in Europe - including the UK, Norway and possibly via the EC's own auditors - to curb the European Commission's ongoing funding of the PA Rewards for Terror scheme. But in terms of lives blighted and destroyed, such efforts and those of the Americans will be meaningless if they fail to block the blood lust of the Palestinian Authority's inner circle of enthusiastic murderers. Only stemming the flow of tax-payers' funds into their malevolent clutches can do that.

21-Sep-16: At the entrance to Alfei Menashe, another story involving a knife

View of Alfei Menashe a decade ago [Image Source]
Another bright, sunny, gorgeous morning in Israel. Another woman - we're guessing she's young but there are no published details yet - who assaulted Israeli security personnel with a knife. Guns were, of course, present and the young woman is now injured and (we're not sure since the facts are scant and fresh) getting the active help of Israeli first-responders and perhaps a hospital emergency room team.

The knifing attack happened at the entrance to the red-tiled-roof suburban community of Alfei Menashe on the eastern edge of the central Israel urban area radiating outwards from Tel Aviv. About seven thousand Israelis call the pleasant town home.

Based on past experience, it's unlikely there will be agreement between the Israeli media reports, which tend to the factual and the dry, and the Palestinian Arab media reports, which tends to highlight what they view as heroism, courage, selflessness. Either way, we can be certain even at this early stage that -
  • She will not be the last knife attacker who launches a hopeless assault on Israelis. Perhaps not even the last one today.
  • If she lives, she may spend years inside an Israeli prison cell. Whatever education she managed to acquire until this point in her life, along with friendships and skills, will be mostly wasted.
  • If she dies, she will appear on posters for a few days and be acclaimed as a Palestinian Arab hero and martyr.
  • Either way, her parents - if she has a husband, then perhaps he too - will be paid by the Mahmoud Abbas regime (which denies that it does this but it certainly does this) a monthly payment that will soon far exceed what senior employees in the essentially-bankrupt Palestinian Authority government are paid. We call this the Palestinian Arab Rewards for Terror scheme and we, along with more serious writers, have described its operation in detail and the way it gets funded. Short version: It's funded by the foreign aid grants made by the European Union, the United States, Sweden and numerous other Western governments to the PA while the politicians of those governments keep one eye completely closed and the other half-open so they can keep saying, as they have preposterously for years, "We know nothing about that."
  • Eventually, whether she lives or dies, a sports-field or a beauty pageant may get named in her honor by the PA, reinforcing the message that she - meaning the knife she wielded and the hatred she expressed for Israelis in flinging herself into something close to suicide - represents exactly what Palestinian Arab society wants its loyal citizens to do. And especially its children.
None of this is meant to minimize the tragedy of a life used up and thrown away by the suited men who set the tone for the Palestinian Authority and the poor wretches whose lives they destroy daily. Despite the headline above, this morning's news is not about a knife. It's about people.

Nor is it meant to minimize the horror faced by thousands of Israelis who are deployed throughout the country to secure our bus stops, schools for the blind, pizzerias, supermarkets and public and private spaces from the lemmings and their heads filled by fantasies of glory, revenge, destruction and paradise. Thank heavens we have competent, fast-thinking, courageous security people who understand what they and we are facing.

Nor are we trying to make the case that things are especially awful here. This is a wonderful country and this is a delightful time of year.

And for readers in the United States, a reminder that while it's certainly distressing to see one terror attack after another and the massive disruptions they bring, we realize things are worrying for you too over there. Your headlines this morning are filled with reports of a man arrested for placing a New York City bomb that went off and another that did not four blocks away along with pipe bombs in Seaside Heights, NJ; plus another that exploded at a train station in Elizabeth NJ. And there's the Somali-American who stabbed nine people in St. Cloud, Minnesota on Saturday until stopped by an off-duty police officer who shot him dead.

These issues are not local. They are thoroughly global, and that's before we start noting here what's happening in Europe and Australia and across the Middle East.

Fifteen-plus years after 9/11 this is our emerging reality, an ongoing war, and we need to figure out how all of us - especially the political figures and the people who report on the news, those of us who worry about children and grandchildren, those of us who value human life and hate hatred, those of us sickened by families who allow and even encourage children to fall victim to the death-cult madness of the preachers and the presidents - are going to deal with it.

UPDATE Wednesday September 21, 2016 at 9:00 am: Not a bad guess. The "young woman" turns out, according to the Jerusalem Post, to be a fourteen year old Palestinian Arab girl, a child:
An initial investigation shows a 14-year-old Palestinian girl arrive to the Eliyahu checkpoint by foot carrying a bag. Checkpoint security ordered her to stop and fired warning shots in the air. The girl continued and was shot in the leg by security guards in order to stop her when she put her hand into her shirt. The girl was lightly wounded and treated at the scene and no Israeli injuries were initially reported. The checkpoint has been reopened to traffic. [Jerusalem Post, today]
And at 10:00 this morning from Times of Israel:
"Security guards at a checkpoint in the northern West Bank shot a 13-year-old Palestinian girl who did not heed their calls to halt on Wednesday morning, in what appears to have been a suicide attempt, the Defense Ministry said. The incident was initially misreported as an attempted stabbing attack. However, upon searching her possessions, a sapper “did not find anything,” the ministry said in a statement. “The girl approached the vehicle crossing by foot, holding a bag,” arousing the suspicion of the security guards, the statement said. They “ordered her to stop and even fired warning shots into the air,” the ministry said, but when the teenager continued approaching despite the calls to halt, the guards “shot her in the legs in order to stop her.” During an initial investigation of the incident, the teenager said, “I came to die,” according to the ministry. The girl was lightly injured and taken to a nearby hospital for treatment.
She's alive though it appears that's not the outcome this child wished for.

UPDATE Wednesday September 21, 2015 at 4:00 pm: Here's the Wall Street Journal's version - under the stark headline "Palestinian Shot, Wounded at Israeli Checkpoint" - of the extraordinary narrative about this morning's shooting of a child at an IDF security checkpoint:
Israeli security forces shot and wounded a Palestinian teenager on Wednesday after she refused to stop at a checkpoint between the West Bank and Israel, Israel’s Defense Ministry said. The ministry said the 13-year-old Palestinian wasn’t carrying a weapon and didn’t appear intent on attacking Israeli security forces as she neared the Eliyahu checkpoint. After she failed to heed orders to stop and several warning shots were fired, she was hit in the leg by a single bullet, it said. “I came here to die,” the ministry quoted the young woman as saying after she was shot and hospitalized.
What kind of processes, internal and external, could bring a child of that age to do that?

UPDATE Wednesday September 21, 2015 at 4:20 pm: Ma'an News Agency has two versions of what happened. In English [here], it's close to what we wrote above. In Arabic [here] the part about the child admitting she came to the security point "to die" is absent. The Arabic version gives the child's name as Aoasa Ramadan Musa, age 12, from Qalqilya.

24-Jul-15: If the Iranians read the Wall Street Journal, we're all in deep trouble

Iran nuclear deal acclaimed: last week's
newspaper covers in Teheran [Image Source]
Barely a year after the successful elimination of Syria's chemical weapons arsenal, it's now being revealed to the shock-horror-astonishment of Western media and observers that... the Syrians failed to surrender the chemical weapons they said they were surrendering. And that they told teensie-weensie lies to get the United States and the other interested Western parties off their backs.

As a spine-chilling, lengthy analytical report published yesterday ["Mission to Purge Syria of Chemical Weapons Comes Up Short", Wall Street Journal | Adam Entous and Naftali Bendavid | July 23, 2015] shows, the wily Syrian regime is now, today, right at this moment, holding onto caches of deadly nerve agents which they
"may be prepared to use... if government strongholds are threatened by Islamist fighters. If the regime collapses outright, such chemical weapons could fall into the hands of Islamic State or another terror group." [Wall Street Journal]
Bashar al-Assad of Syria, alleged liar [Image Source]
The details, and there is a long list of them, make for terribly depressing reading. Here are just some (all are direct quotes from the WSJ piece):
  • “Nobody should be surprised that the regime is cheating,” says Robert Ford, former U.S. ambassador to Syria under President Barack Obama. He says more intrusive inspections are needed...
  • Inspectors from The Hague-based Organization for the Prohibition of Chemical Weapons, or OPCW, together with U.N. personnel, arrived in Damascus in October 2013 to an especially difficult work environment... Because the regime was responsible for providing security, it had an effective veto over inspectors’ movements. The team decided it couldn’t afford to antagonize its hosts, explains one of the inspectors, or it “would lose all access to all sites.”
  • [The right to inspect sites that the Syrians were not offering] was never exercised, in part, inspectors and Western officials say, because their governments didn’t want a standoff with the regime.
  • Syrian scientists showed them [the inspectors] rooms with test tubes, Bunsen burners and desktop computers, according to inspectors. The Syrians gave a PowerPoint presentation detailing the medical and agricultural research they said went on there. A Syrian general insisted that the Assad regime had nothing to hide. As the international inspectors suspected back then, it was a ruse, part of a chain of misrepresentations by President Bashar al-Assad’s regime to hide the extent of its chemical-weapons work.
  • [T]he Syrian regime controlled where inspectors went, what they saw and, in turn, what they accomplished. That happened in large part because of the ground rules under which the inspectors were allowed into the country...
  • Among the biggest surprises for the inspectors was Syria’s fleet of mobile chemical-weapons production facilities, housed on 18-wheeler trucks. They looked so much like regular trucks that they even carried advertisements, including one for a Hungarian moving company. [One of the expert inspectors] says it was “unlike any other program that I’ve seen or read about.”
  • The Syrians laid out the ground rules. Inspectors could visit only sites Syria had declared, and only with 48-hour notice. Anything else was off-limits, unless the regime extended an invitation. “We had no choice but to cooperate with them... The huge specter of security would have hampered us had we gone in there very aggressively or tried to do things unilaterally.
  • According to the WSJ, the Syrians used disguised trucks to
conceal their chemical weaponry. Who would have imagined it?
  • [Following] recent battlefield gains by Islamic State militants and rival al Qaeda-linked fighters [it's] even more urgent to determine what Syria held back from last year’s mass disposal, and where it might be hidden... The team that visited the SSRC facility in Damascus recently asked the regime for information about unaccounted for munitions. Officials say there has been no response from Damascus. “Accountability?” asks Mr. Cairns, the inspector. “At this point in time, it hasn’t happened.”
In these fraught days, we're watching a major effort by the Obama government to get the US Congress - and the world - to buy into the idea that an agreement, unsigned and devoid of almost all leverage and sanctions, is going to produce a peace-embracing effect in Iran.

It's hard not to see direct parallels between Syria and the Iran Nuclear Enablement Deal™ when you read paragraphs like this one:
The White House and State Department say last year’s mission was a success even if the regime hid some deadly chemicals. Western nations removed 1,300 metric tons of weapons-grade chemicals, including ingredients for nerve agents sarin and VX, and destroyed production and mixing equipment and munitions. U.S. officials say the security situation would be far more dangerous today if those chemicals hadn’t been removed, especially given recent battlefield gains by Islamists. Demanding greater access and fuller disclosures by the regime, they say, might have meant getting no cooperation at all, jeopardizing the entire removal effort... [Wall Street Journal]
We're hoping that no-one over there in Teheran has a subscription to the Wall Street Journal. Because, if they do, and if they get it into their heads to follow the Iranian-client-state-Syria's template, they might eventually end up telling lies about their nuclear weaponization and understate their deployment plans.

And then where would the world be?

3-Oct-13: The business of terror: how money-making and power impact the search for peace

Mahmoud Abbas [Image Source]
Corruption, money and terrorism have always been closely intermingled and nowhere more than in terrorism's Palestinian Arab variant. Illustrating this again, the Wall Street Journal carries an article today by Sohrab Ahmari, entitled "An American Blogger vs. Palestine's First Family".

It opens with this:
In June 2012, Jonathan Schanzer, a vice president at the Foundation for Defense of Democracies, wrote online for Foreign Policy magazine about allegations of corruption surrounding the sons of PA President Mahmoud Abbas, Tarek and Yasser... Schanzer had detailed Yasser Abbas' business empire, noting that it includes a monopoly on the distribution of some U.S. cigarette brands in the Palestinian territories; an engineering firm that in 2005 built a sewage system in Hebron with $2 million paid by the U.S. government; the chairmanship of a publicly traded insurance company; and a construction firm that has also received U.S. taxpayer funds...  In September 2012, Yasser Abbas filed a libel suit against Schanzer and Foreign Policy. U.S. District Judge Emmet Sullivan tossed out the case last week, concluding that the suit was intended to silence critics...
Schanzer's Foreign Policy article ["The Brothers Abbas | Are the sons of the Palestinian president growing rich off their father's system?", June 5, 2012] is online here.

That WSJ report prompts us to recall what we wrote here 15 months ago when Schanzer's allegations appeared. We noted how dishonesty and embezzlement on a colossal scale in the Palestinian Authority had not been interred with the dead Arafat, the exhumation of whose body was then also a news item. Arafat's widow Suha had for years embodied the brazenness and venality [see our post from May 16, 2012] that characterize the ongoing exploitation by higher-up Palestinian Arabs of those lower down.

Following Arafat, his successor Mahmoud Abbas became the focus of enquiring investigators. Published analysis in July 2012, and no less true today, remind us again of the practical reasons why peace, reconciliation and mutual understanding with the Palestinian Arabs are, and remain, so elusive.

Consider Jonathan Schanzer's testimony given to the House Committee on Foreign Affairs, Subcommittee on the Middle East and South Asia. A brief extract:
In the aftermath of the Hamas coup in Gaza in 2007, during which the terrorist group overran the Palestinian Authority (PA) and seized control of the territory, Washington panicked. We threw all of the resources at our disposal at Mahmoud Abbas in the belief that he was the moderate alternative to Hamas. Yet in providing him with cash, intelligence, military assistance, and other valuable services to shore up his rule, we convinced Abbas that there was virtually nothing he could do, short of starting a war with Israel, that could prompt Washington to challenge his authority. Over the last five years, Abbas’ rule has reflected his complete sense of security. He has refused to engage in bilateral talks with the Israelis. He has attempted to declare a state unilaterally—outside the scope of the Palestinians’ international agreements—at the United Nations. And in the process, he has consolidated both economic and political power to the extent that few, if any, Palestinians can challenge his rule. The West, consumed with other challenges, including a teetering European economy, Iran’s nuclear program, and the Arab Spring, has given Abbas a free pass.
Schanzer's testimony in full appears in a well-named monograph: "Chronic Kleptocracy: Corruption Within The Palestinian Political Establishment".

You get a sense of just how noxious this Mahmoud Abbas free pass is, in an article by Adam Kredo, "Lifestyles of the rich and Palestinian: PA President Stealing Millions in Aid, Middle East Experts Say". This appeared on July 11, 2012 in the Washington Free Beacon. An extract:
PA President Mahmoud Abbas has allegedly deposited nearly $13 million in U.S. taxpayer aid into a secret bank account, according to testimony presented to the House Foreign Affairs Committee Tuesday by several Middle East experts during a hearing on "Corruption within the Palestinian Political Establishment." Abbas has enriched himself during his seven years in office through secret land deals, and helped his two sons earn millions through their stakes in companies that profit from U.S. assistance, the experts said.Elliott Abrams, a former national security adviser for George W. Bush, recounted, "I can tell you from my own experience, as an American official seeking financial assistance for the PA from Gulf Arab governments, that I was often told, 'Why should we give them money when their officials will just steal it?'" "We have not one program dedicated to fighting corruption and to assisting those Palestinians who are doing so," Abrams said. "Why do we not make it a stated and central goal of our aid?"
Kredo illustrates:
The Palestinian president is alleged by a former official to have stashed away $39 million in a secret bank account in Jordan, according to reports in the Arab press and elsewhere. Only Abbas and two of his closest confidants have access to the account, which is said to contain $13 million in U.S. funds. Opposition websites in the West Bank have further alleged that Abbas earned $160 million from the sale of Palestine Liberation Organization-owned property in Lebanon, and that he owns “lavish properties worth more than $20 million in Gaza, Jordan, Qatar, Ramallah, Tunisia and the [United Arab Emirates]”...
This sea of ill-gotten wealth has an effect. The Palestinian Arab journalist Khaled Abu Toameh joined the dots to explain it (again in July 2012): "Why Abbas Will Never Make Peace With Israel":
What are the chances that Palestinian Authority President Mahmoud Abbas would ever sign a peace agreement with Israel? The answer: zero. Abbas, who is in his late 70s, has been in power since 2005 even though his term in office formally ended in January 2009. If Abbas did not sign a peace agreement with Israel when he was a legitimate president during his earlier four-year term in office, he is most unlikely to strike any deal with Israel now that he does not have a mandate from his people... Abbas, like his predecessor Yasser Arafat, chose to turn down a generous offer that could have seen Israel relinquish control over most of the West Bank and east Jerusalem.
Abbas is not interested in reaching any deal with Israel: he knows that such a move would require him to make concessions. Abbas knows that Israel will never give him 100% of his demands; that is enough for him to refuse to sign any historic agreement. Like Arafat, Abbas does not want to go down into history as the first Palestinian leader to make concessions, especially on sensitive issues such as refugees and Jerusalem...
Today, Abbas is not in a position that allows him to sell to most Palestinians any agreement he reaches with Israel. Even if he were to bring home an agreement that includes 100% of his demands, most Palestinians would still receive it with full skepticism because it would be coming from a leader who does not have a mandate to make even the slightest concession. Under the current circumstances, the wisest thing to do would be to maintain the status quo until the emergence of a new Palestinian leader who would have the true courage to make peace with Israel.
One last observation. For anyone naive enough to believe that Hamas is somehow less rotten with corruption than its despised Fatah competitors, please take a look at a brief piece we wrote almost exactly a year ago: "1-Oct-12: Hamas corruption: More-than-keeping-up with the Fatah kleptocrats". Note in particular how Hamas corruption has spawned an entire sub-class of men whose personal wealth belies the empty claims about "the world's largest open-air concentration camp".

What's even shabbier than the facts is the way the mainstream media avoid reporting them.

26-Oct-12: Ordinary Europeans and their politicians fund Palestinian Arab terror. How do they respond when confronted with the evidence?

This convicted killer is serving 67 life sentences in an Israeli
prison for multiple murders. He built and delivered a bomb hidden
within a guitar case that took 15 innocent lives including our child's.
He is Abdullah Barghouti. A significant part of  his monthly salary
for October 2012 was paid, literally, by this blog's readers.
Douglas Murray has a powerful op-ed in yesterday's Wall Street Journal Europe dealing with something we have puzzled over and written about several times over the past years. How is it that sharp-as-a-pin politicians, serving as ministers in European governments, sign off on documents that transfer many millions of Euros, Pounds and Dollars into the bottomless pit of the Palestinian Arab jihad, and then forget they did it? Or deny they did? Or demonstrate that they never actually fully understood that they did it?

They personally, with their own pens and their own fingers, fund hatred-driven terrorism that allows evil men and women to kill members of a different religion. And then they pretend that it wasn't them, it wasn't the money they sent, it's a misunderstanding, it's not my fault.

Are we greatly simplifying a complex situation? We're a family whose child was murdered by members of a group that has benefited for years from payments of the kind we're describing. How many people do you know whose child died by murder? It concentrates your mind greatly.

Here's Douglas Murray, associate director at the London-based Henry Jackson Society, a think-tank, writing under the headline "Palestinian Terrorists on the Payroll" [online at the WSJE site]:
...Many British taxpayers, struggling to pay their family's way through a recession, might rightly wonder why their money is going to pay as much as £2,000 a month to people serving the longest sentences—those who have targeted Israeli buses and other civilian targets with suicide bombers, for instance. That is higher than the average wage in nearly all of Britain. You might be forgiven for wondering, if you were a struggling teaching assistant in the North of England, why failing to tick "suicide bomber" on your careers form should have left you so much worse off than a terrorist in the Middle East...
Fortunately such people can be consoled by the limitless complacency of the international development minister. For after the facts about the DfID budget were revealed, Alan Duncan rejected them in the following tones: "If these claims were true, this would be a matter of very serious concern for me and the Department."
"However," Mr. Duncan said, "I am pleased to reassure you that we have investigated the matter fully and can confirm that the allegations in Palestinian Media Watch's report are both inaccurate and misleading." The payments were not in fact salaries, he claimed, but rather "social assistance programs to provide welfare payments.
"How nice it must be to be Mr. Duncan. So clever, so satisfied and so wrong. For this week it became clear quite how little Mr. Duncan knows or cares about the uses to which he puts our taxpayers' money. It is possible of course that on this occasion he does not care.
When it comes to the Middle East, Mr. Duncan's views are well-known. As well as being fond of some of the ropier regimes in the region, he has expressed a long-held disdain for the region's only truly free state.Just a year ago Mr. Duncan dragged his department into a row when its website posted a video of him divesting himself of some of his franker opinions. Standing beside Israel's security fence—built, successfully, to stop a spate of suicide bombing—Mr. Duncan described the fence as a "land grab," claimed that Israelis deliberately stole water from Palestinians, and said that the land in question did not belong to the Jewish state.
The latter point was spat out by Mr. Duncan with such ferocity—the video has since been removed—as to make it perfectly clear this was something Mr. Duncan felt, as well as thought. But perhaps one should be more generous and assume that Mr. Duncan simply had not known what he was talking about on the subject of taxpayers' money or the security fence. DfID spends around £86 million each year in the Palestinian areas. Around £30 million of this goes to the PA's general budget, from which the terrorists receive their salaries. And PMW's latest report provides exactly the evidence Mr. Duncan said did not exist.
The PA itself refers to the payments to prisoners not as "welfare payments," as Mr. Duncan would have it, but as a "monthly salary."In addition, there is no possibility that the salary reflects the prisoner's family's welfare needs because the payments bear no relation to either the prisoner's marital status or social welfare situation. What they do relate to is the length of the sentence, with those convicted and sentenced for the worst crimes receiving the highest payments...At the exact same time as Britain is drawing down its defense spending, and as the government is eviscerating the armed forces it still relies on, it is increasing the spending on salaries for terrorists and others who attack our allies. [More]
The issue is not a new one. It's an ongoing scandal, and it means British taxpayers, Belgian taxpayers, French taxpayers, German taxpayers and a host of other ordinary people are providing what the child-killers of Gaza and the PA need in order to keep going. You might be interested to read what we wrote on this theme. A few instances:
And to show you how much it's not a new issue, we can point you to an essay we published in the same paper, the Wall Street Journal Europe nine years ago, in its September 26, 2003 edition. Our essay is called Blood, Money and Education [online here] and it has some quite sharp things to say about a certain British politician who was up to his eyebrows in involvement with covering up the EU funding of Palestinian terrorism at the time. Today he is the UK government's man in charge of the BBC.

8-Nov-11: Get ready for a long Arab winter

Cairo's central square - 25th January 2011. You have to be brave or
polyannish to not see the rolling tide of Islamism that has steam-rollered
the so-called Arab Spring
Bret Stephens, writing in the Wall Street Journal this past week, tells some home truths about the role that Islamism is playing in the over-optimistically-named Arab Spring. It's entitled "Why Islamists Are Winning: When secular politics fail, Islamism is the last big idea standing". Some extracts:
  • Europe's foremost authority on political Islam, in an essay published days after Hosni Mubarak was forced from power in February[wrote] "Look at those involved in the uprisings, and it is clear that we are dealing with a post-Islamist generation"...
  • "I am not in the least bit worried about the Muslim Brotherhoods in Jordan or Egypt hijacking the future," confided New York Times columnist Tom Friedman...
  • Added his colleague Nicholas Kristof in a dispatch from Cairo: "I agree that the Muslim Brotherhood would not be a good ruler of Egypt, but that point of view also seems to be shared by most Egyptians."
  • What reassurance. Nine months on, the Islamist Nahda party has swept to victory in Tunisia, the one Arab state in which secularist values were said to be irreversibly fixed. Libya's new interim leader, Mustafa Abdel-Jalil, came to office promising "the Islamic religion as the core of our new government"; as a first order of business, he promises to revoke the Gadhafi regime's ban on polygamy since "the law is contrary to Shariah and must be stopped." Later this month, Islamist candidates—some of them Muslim Brothers, others even more religiously extreme—will likely sweep Egypt's parliamentary elections.
  • It doesn't stop there. Hezbollah has effectively ruled Lebanon since it forced the collapse of a pro-Western government in January. Recep Tayyip Erdogan, Turkey's Islamist prime minister, cruised to a third term in parliamentary elections in June. Hamas, winner in the last vote held by the Palestinian Authority in 2006, would almost certainly win again if Palestinian President Mahmoud Abbas dared put his government to an electoral test.
  • [Why is this happening? asks Stephens.] Mideast scholar Bernard Lewis noted in an April interview that "freedom" is fairly novel as a political concept in the Arab world. "In the Muslim tradition, justice is the standard" of good government—and the very thing the ancien regimes in Tunisia, Egypt and Libya so flagrantly traduced. Little wonder, then, that Mr. Erdogan's AK party stands for "Justice and Development," the Egyptian Muslim Brotherhood's new party is "Freedom and Justice" and, further afield, the leading Islamist party in Indonesia calls itself "Prosperous Justice."
  • There is also the comprehensive failure of the Muslim world's secular movements to provide a better form of politics.
  • That sour history leaves Islamism as the last big idea standing—and standing at a moment when tens of millions of young Muslims find themselves under-educated, semi- or unemployed, and uniquely receptive to a world view with deep historic roots and heroic ambitions.
  • The good news is that after 31 years most Iranians have grown sick of Islam always being the answer, and the collapse of the regime awaits only the next ripe opportunity. The bad news is that a similar time-frame may be in store for the rest of the Muslim world, until it too becomes disenchanted with Islamist promises. Get ready for a long winter.
Stephens' essay is worth reading in full.

20-Jul-10: Protecting the lives of ordinary people... who happen to be Arabs

It's not often that the plans of exquisitely-armed terror groups can be anticipated and potentially even overturned. But that possibility has arisen in our neighbourhood and those who stand to benefit the most are our Arab neighbours.

In a thought-provoking essay carried in today's Wall Street Journal, Dr. Stephen P. Cohen of the Institute for Middle East Peace and Development (which set up the first secret official negotiations between Israel and the PLO involving Arafat and Peres back in the nineties) argues that the life-threatening actions of one of the world's major terrorist organizations can be thwarted - if only the states in the area choose to do so.

His article is called "Preventing the Next Lebanon", and Cohen makes some cogent observations about the past and present Lebanons:
Israel recently embarked on an extraordinary form of deterrence against the possibility of a second Hizbullah war. Instead of engaging in a pre-emptive military strike, the Israeli military launched a public relations offensive. It publicized highly detailed intelligence maps and aerial photographs depicting exactly where Hizbullah constructs and maintains missile and rocket caches, as well as command centers. These maps show that Hizbullah's bases are located in villages in southern Lebanon near the Israeli border, in very close proximity to schools and hospitals. Its weapons are aimed at Israeli cities and civilian targets. If these missiles were to be launched, Israel would be required to defend its population by destroying the missile emplacements and depots. Because of its deliberate placement of these weapons, Hizbullah is condemning Shiite villages to destruction. Israel is offering the governments of Syria, Lebanon and their Arab supporters, as well as world policy-makers, an opportunity to protect Arab lives instead of blaming Israel after the fact for what can be prevented.
The whole article is here (needs WSJ subscription).

Just how serious is the Hizbullah threat to Israelis? The terrorists on our northern border have the ability (see Jerusalem Post analysis) to fire some 800 rockets into Israel on each day of the next war... and possibly many more than that, given that they have 40,000 rockets in their arsenal, deployed in some 160 villages scattered throughout southern Lebanon.

How this looks in just one of those villages is graphically depicted in an IDF video, recently declassified and now available for anyone who wants to comprehend:

This video is part of a file of evidence handed by Israeli diplomats to diplomats from several countries, and to the new Spanish commander of UNIFIL, Maj.-Gen. Alberto Asarta Cuevas.

A terrorist organization equipped with 40,000 missiles cannot be stopped, period.

So what is the government of the country that is the target of all that hatred to do? The answer is clear: you do something really devastating, because you have absolutely no choice. The terrorists and their arsenals, with the full knowledge and complicity of the authorities in Beirut, are implanted deeply among civilian settlements in Lebanese territory. Any response by Israel to a rain of incoming rockets will exact Lebanese vast numbers of lives and bring massive destruction - arguably the response of which the jihadists dream. And the rockets will keep coming. Israelis will not tolerate being at Ground Zero of Nassrallah's plans. So Israel will do what its technology allows it to do.

Better our neighbours should comprehend this before the Hizbollah doomsday scenario evolves beyond the point of no return.
